Isaac Adongo, the Chairman of the Finance Committee and Member of Parliament for Bolgatanga Central, has told the NPP minority in parliament that deception and falsehood have no place in Ghana’s politics.
The Bolgatanga Central MP further demanded that the Minority hold a press conference apologising to Ghanaians that they got it wrong after he produced a letter that alleges approval for controversial 0.75% Momo-to-bank charges was approved in January 2024 by BoG leadership under the previous government.
According to Isaac Adongo, the then Bank of Ghana Governor Dr Ernest Addison gave MTN a “no objection” to implement two fees, which included the 0.75% MoMo-to-bank.
Speaking on the floor of parliament, Isaac Adongo argued, “My colleague says that we introduced eight other taxes without mentioning them. I am not surprised. Only recently, they said there was a certain e-levy that was roaming around at the Bank of Ghana.
Mr. Speaker, I have in my hands a letter that was signed by the Bank of Ghana to MTN, dated January 31st, 2024. NDC wasn’t in power until 2024. And in that letter, the Governor of the Bank of Ghana of the NPP wrote to MTN, giving them no objection to imposing the following fees:
One: Introduction of a fee of 1% for cash-out transactions below 2,000 Ghana cedis. Two: Introduction of a 0.75% fee capped at 5 cedis for all transactions related to mobile money wallet transfers to the bank.
So that transfer from wallet to bank was approved by the descendants of Dr Bawumia. It is very appalling that this kind of leadership is being provided in this country”.
He further added, “The leader of the minority does not know that levies are imposed by this House, and they’re not imposed by a certain letter by a certain organisation.
And that he sat here: ‘We never brought any e-levy to this House. In fact, we abolished it. We have not come yet with the e-levy.’ And somehow, he sees a letter somewhere and imposes it on the people of Ghana. The people of Ghana have already shown them that their credibility is the reason they voted for them and put them where they are. And for them to go around lying to the people of Ghana that somehow or another some 0.75 e-levy has metamorphosed into this country from the Bank of Ghana, their letter is here so that you will now know. Are there people who impose double e-levy?”.
They imposed e-levy in this House, went to the Bank of Ghana and imposed two e-levies, and they are now turning around to say that we have imposed… there is an imposed another two: one for cash out, and one from wallet to bank transaction.
Mr Speaker, these are the people who went to hold a press conference. I want them to hold another press conference when we are done, to apologise to the people of Ghana. Because deception and falsehood have no place in our governance. And the people of Ghana are watching you. Go out and tell them that you got it wrong. There was no such e-levy. That doesn’t exist”.
It will be recalled that the Bank of Ghana (BoG) has announced that they have directed Mobile Money Fintech Limited (MMFL) to suspend the implementation of its proposed 0.75% fee on direct wallet-to-bank transfers.
According to the BoG press release, the suspension is to allow further consultations.
In a press release issued on Tuesday, May 26, 2026, the Bank of Ghana wrote, “The Bank of Ghana informs the public that Mobile Money Fintech Limited (MMFL) has been directed to pause the implementation of its proposed 0.75 per cent fee on direct wallet-to-bank transfers. The fee was scheduled to take effect on 1 June 2026, but is now on hold to allow for further consultation.
This decision reflects our commitment to ensuring that any changes to charges in the mobile financial services ecosystem are introduced fairly, protect consumers, and support their financial well-being”.
BoG press release follows MTN Ghana, which earlier announced that Mobile Money wallets to bank accounts transfer will attract 0.75% fee per transaction.
According to MTN Ghana, the new charge on transfers from Mobile Money wallets to bank accounts takes effect on June 1, 2026.
The notice added that the charge will be capped at GH¢5 per transaction regardless of the amount transferred.
MTN Ghana stressed that the adjustment is aimed at helping improve its services to customers.
In a message sent to customers on Monday, May 25, MTN Ghana stated, “Y’ello Valued Customer, From 1 June 2026, transfers from your MoMo Wallet to bank accounts will attract a fee of 0.75% per transaction, capped at GHS 5. This will help us continue to serve you better. Thank you for choosing MoMo”.
