Deputy Minister for Communication, Digital Technology and Innovations, Mohammed Adams Sukparu, has said the Government has set an ambitious target to achieve 70% population coverage of 5G by the end of 2028.

He disclosed that the government is also reviewing spectrum policies to promote investment, deployment and wider public value from the country’s limited spectrum resources.

According to him, the move forms part of government plans to accelerate Ghana’s digital transformation and expand access to high-speed connectivity.

Speaking at the opening of the 2026 National ICT Week, Mohammed Adams Sukparu stated, “We have announced an ambitious target of achieving 70 percent population coverage of 5G by the end of 2028, while reviewing spectrum policies to ensure that this scarce national resource supports investment, deployment, and wider public value”.

He further cited the One Million Coders Programme as a key investment in digital skills.

“The programme seeks to equip one million Ghanaians with practical digital and coding skills relevant to employment, entrepreneurship, and participation in the digital economy,” he said.

“Our digital transformation agenda must be underpinned by trust, security, and responsible innovation,” he stated.

“The ministry is also advancing reforms to ensure that Ghana’s communication and digital regulatory framework remains responsive to technological development. This includes the review and development of legislation, carbon communications, digital services, data governance, and emerging technologies. Our regulatory approach seeks to provide the certainty required for innovation and investment while safeguarding the public interest and strengthening confidence in Ghana’s digital environment,” the deputy minister emphasised.

Earlier, Sam George, the Minister for Communication, Digital Technology and Innovations, had announced a vision to achieve 70% 5G population density coverage.

According to Sam George, the government has directed the National Communications Authority (NCA) to accelerate the rollout of fifth-generation (5G) mobile networks to achieve a 70 per cent population coverage before Ghana’s 70th independence anniversary in 2027.

Sam George explained that the cabinet has taken a bold policy decision to democratise the deployment of 5G technology in the country.

He explained that in the coming days, the Communication Ministry will issue clear directions to the NCA to commence preparations for a spectrum auction.

Speaking at the launch of the 30th anniversary of the Communications Authority of Ghana in Accra on Wednesday, February 25, Sam George stated, “Our vision is to achieve 70% of 5G population density coverage by the 70th independence celebration of our nation, next year. So, the work is cut out for the regulator”.

“You have barely a year to roll out 5G using both the wholesale model and the network-led operations and achieve 70% population density coverage.”

“It is a steep aspiration, but I am more than confident in the resilience and abilities of the people who run the NCA,” Minister George said.

In related news, Sam George jabbed the former Akufo-Addo government over the hyped of 5G services launched by Next-Gen.

According to Sam George, the Akufo-Addo government’s claim of 5G was just a smoke screen and gaslighting.

He boldly asserted that Ghana has no 5G service in the country.
