Hopeson Adorye, a former New Patriotic Party (NPP) member, has revealed that they manufactured a flyer falsely portraying former Electoral Commission (EC) Chairperson Charlotte Osei as a parliamentary candidate of the National Democratic Congress (NDC) just to oppose her appointment.

According to Hopeson Adorye, the manufactured flyer formed part of a propaganda campaign by NPP members against Charlotte Osei’s appointment by then President John Dramani Mahama as EC chair.

Speaking on JoyNews on October 13, 2026, Hopeson Adorye recounted, “We manufactured a flyer. In 2016, go there and check the walls of NPP people and see.

“[It was a flyer of] Charlotte Osei being a parliamentary candidate for Komenda or Mfantsiman, something like that, and it wasn’t true. It was manufactured,” he said.

He disclosed that he was not responsible for designing the flyer; but was involved in the campaign against the former EC chairperson.

“We were using that just to demonise the whole process and say that Charlotte Osei is an NDC member, so we should reject the appointment,” he added.

“I am saying that at the national communications meeting, which I was a member of, Nana Akomea, who was a director then, put a few of us, about six, together and then named ourselves the Young Patriots,” he said.

“We were put together. All the machinations, including the flyer, we were doing it… and these are some of the propaganda we did against Charlotte Osei,” he said.

“The reason why they are hypocrites is that when President Mahama did the appointment, we opposed that appointment. We fought it. We designed this just to make it that the woman was political,” he added.

His comment follows President John Mahama’s appointment of Emelia Afi Agbenyo as Deputy Chairperson of the Electoral Commission (EC), sparking debate on social media following her swearing-in.

The controversy follows the resurfacing of social media posts and an article highlighting Agbenyo’s alleged involvement in the National Democratic Congress (NDC)’s campaign ahead of the 2024 general election.

In one of her posts published before the election, Agbenyo expressed her intention to vote against the Akufo-Addo administration, accusing the government of disregarding the hardships faced by Ghanaians.

She wrote, “I will be voting against a government that ridiculed the pains of the people. Imposing a nuisance levy on citizens is not a thing to celebrate. Governance is no joke; citizens are not your enemies”.

Additionally, an article detailing Agbenyo’s involvement in the NDC’s campaign efforts ahead of the 2024 elections has resurfaced online following her appointment.

According to the article, she served on the party’s governance team alongside Samuel Okudzeto Ablakwa and Sylvester Mensah as a sectoral spokesperson for the NDC’s Resetting Ghana manifesto.

The resurfaced posts and article have triggered reactions from social media users, with some questioning whether her reported political involvement makes her suitable for the role of Deputy EC Chairperson.

Some netizens have also expressed concerns about her political affiliation and its implications for the Electoral Commission’s independence and impartiality ahead of the 2028 general election.

Netizens alleged that Emelia Afi Agbenyo would not hesitate to rig the 2028 general election in favour of the NDC.
