Dr Mustapha Abdul Hamid, the former Chief Executive Officer of the National Petroleum Authority (NPA), has sued the Office of the Special Prosecutor (OSP).
The former NPA CEO is seeking GH¢20 million in a defamation suit and an unqualified apology, and a retraction over the OSP linking him to the alleged embezzlement of GH¢1.3 billion from the Unified Petroleum Price Fund (UPPF).
He is also seeking the court to restrain the OSP and its agents from making further defamatory remarks about him.
Mustapha Hamid, in a writ filed at the High Court on November 10, 2025, is seeking a declaration that the statement made by the OSP during a press briefing on February 12, 2025, was defamatory.
Also, Dr Mustapha Abdul-Hamid has filed an application seeking the release of his passport in the GH¢291m NPA case.
Reports reveal that Dr Mustapha Abdul-Hamid, the first accused, is requesting the release of his passport to undertake an urgent assignment in Canada.
According to the OSP, it has opposed the application, which is scheduled to be heard by the court on Thursday, November 13, 2025.
In a post on social media, the OSP stated, “The Criminal High Court is scheduled to hear, on 13 November, an application filed by the first accused person, Dr Mustapha Hamid, seeking the release of his passport in the ongoing GH¢291 million case involving allegations of extortion, abuse of office, and money laundering against him and nine (9) others in connection with the National Petroleum Authority (NPA).
Dr Hamid contends that the release of his passport is necessary to enable him to travel to Canada to attend a political engagement. The Republic, however, has opposed the application. The accused person was ordered by the Court to surrender his passport as part of his bail conditions. He remains on the OSP’s stop list”.
Also, the Office of the Special Prosecutor (OSP) announcement of the seizure of assets valued at more than GH¢100 million and US$100,000 in the National Petroleum Authority (NPA) scandal case.
The OSP made this known in a sharp reply to a viral video of the former Chief Executive of the National Petroleum Authority (NPA), Dr Mustapha Abdul-Hamid, who referred to the OSP case against him as useless.
A post by the OSP on social media detailed the facts behind his prosecution and why the State considers the case both serious and substantial.
Meanwhile, the OSP has announced that the Criminal High Court will today take the pleas of Mustapha Hamid and nine (9) others in connection with a GH¢291 million grand extortion and money laundering scheme uncovered at the Authority.
The OSP also revealed that the court is expected to hear a motion filed by Mustapha Hamid seeking the release of his passport, which was seized by the court as part of his bail conditions, to enable him to attend a political event in Canada. The prosecution has opposed the application.
