The High Court today, November 13, 2025, will hear the motion filed by the former Chief Executive Officer (CEO) of the National Petroleum Authority (NPA) seeking the release of his passport.

Dr Mustapha Abdul-Hamid, the first accused, is requesting the release of his passport to undertake an urgent assignment in Canada.

According to the OSP, it has opposed the application, which is scheduled to be heard by the court on Thursday, November 13, 2025.

In a post on social media, the OSP stated, “The Criminal High Court is scheduled to hear, on 13 November, an application filed by the first accused person, Dr Mustapha Hamid, seeking the release of his passport in the ongoing GH¢291 million case involving allegations of extortion, abuse of office, and money laundering against him and nine (9) others in connection with the National Petroleum Authority (NPA).

Dr Hamid contends that the release of his passport is necessary to enable him to travel to Canada to attend a political engagement. The Republic, however, has opposed the application. The accused person was ordered by the Court to surrender his passport as part of his bail conditions. He remains on the OSP’s stop list”.

The OSP in an update post on X stated, “The court is also expected to hear a motion filed by Mustapha Hamid seeking the release of his passport, which was seized by the court as part of his bail conditions, to enable him to attend a political event in Canada. The prosecution has opposed the application”.

They further revealed that the criminal High Court will also take the pleas of Mustapha Hamid and nine (9) others in connection with a GH¢291 million NPA scandal.

“The Criminal High Court will today take the pleas of former National Petroleum Authority (NPA) Chief Executive, Mustapha Hamid, and nine (9) others in connection with a GH¢291 million grand extortion and money laundering scheme uncovered at the Authority.

The Office of the Special Prosecutor (OSP) has also frozen assets exceeding GH¢100 million and US$100,000, including real estate holdings, lands, fuel stations, and fuel tankers, among others. Additional assets are still being traced”, the OSP statement added.

Meanwhile, the Office of the Special Prosecutor (OSP) has revealed it has amended the charges against former Chief Executive of the National Petroleum Authority (NPA), Dr Mustapha Abdul-Hamid, and nine others.

According to the OSP statement, the accused persons in the Republic v. Mustapha Abdul-Hamid & 9 Others case has been increased from 25 to 54 following the discovery of new evidence from ongoing investigations.

The OSP statement read, “The Republic has filed 54 criminal charges against officials of the National Petroleum Authority (NPA) and several associated companies for alleged large-scale extortion, abuse of public office, and money laundering, totalling GHo291,574,087.19 and US$332,407.47 respectively.

The accused are alleged to have extorted hundreds of millions of cedis and foreign currency from bulk oil transporters and oil marketing companies under the guise of official duties, and subsequently laundered the proceeds through property acquisitions and business entities to conceal their illicit origins”.

The accused persons are Mustapha Abdul-Hamid, Jacob Kwamina Amuah, Wendy Newman, Albert Ankrah, Isaac Mensah, Bright Bediako-Mensah, Kwaku Aboagye Acquaah, Propnest Limited, Kel Logistics Limited, and Kings Energy Limited.

The Office of the Special Prosecutor (OSP) statement also disclosed assets seized and frozen pending trial, “Vehicles, including tanker trucks, fuel stations, houses, apartments, and parcels of land valued at over GHc100 million”.
