Ato Forson, Controller, accused of illegal GH¢1.4bn withdrawal from DACF

The Minister of Finance, Dr Cassiel Ato Forson, and the Controller and Accountant General, Kwasi Agyei, have been accused by the Minority in parliament of allegedly colluding to unlawfully withdraw GH¢1.4 billion from the District Assemblies Common Fund.

According to the minority, Dr Cassiel Ato Forson and Kwasi Agyei withdrew GH¢1.4 billion from the District Assemblies Common Fund (DACF) account at the Bank of Ghana in November 2025.

They further alleged that the withdrawal follows an earlier removal of GH¢11.3 million from the same account.

The minority argued that the move deepened the financial constraints of local authorities and stalled development projects in the country.

Frank Annoh-Dompreh, addressing journalists in Parliament on Thursday, November 13, 2025, highlighted that the action is a blatant disregard for the law.

He further called on President John Mahama to intervene in the situation.

According to Frank Annoh-Dompreh, the Supreme Court ruling affirms that DACF disbursements are constitutional payments and not subject to ministerial directives.

Annoh Dompreh, speaking to the media, stated, “On November 4, they paid. The Controller and Accountant General released it, and it went into the account of the District Assemblies Common Fund. Then, on November 11, they blocked the same payment. On November 12, they swept the account. The amount involved is some GH¢1.4 billion”.

“The Minister of Finance and the Controller and Accountant General cannot direct or reassign these payments. As we speak, it is clear that the Finance Minister, together with the Controller, is micromanaging the funds of the DACF and redirecting these funds to wherever they so please,” he added.

Meanwhile, Dr Cassiel Ato Forson is expected to present the 2026 Budget Statement and Economic Policy to Parliament today, Thursday, November 13, 2025.

His presentation is in accordance with Article 179 of the 1992 Constitution.

The Mahama government has detailed that the 2026 Budget will focus on job creation, economic expansion, and the Big Push Agenda, among other key initiatives.

Ato Forson, in a post on X ahead of the 2026 Budget Presentation stated, “I journeyed to Takoradi yesterday to inspect the abandoned Market Circle project.

Standing at the heart of this vibrant city, the site reminded me of the immense promise it holds for thousands of traders and families.

I’m pleased to assure our compatriots there that the contractor will return to the site early next year as we conclude the ongoing debt restructuring”.

Ato Forson also visited the Takoradi Market Circle, he stated, “I am deeply grateful to everyone at Takoradi Market Circle for the warm welcome, the honest feedback, and the heartfelt words of encouragement.
