Rev Stephen Yaw Osei, the Chief Director for the Ministry of Works and Housing, has been fingered in an alleged fraudulent sale of State lands.
According to reports, the Works, Housing Chief Director is under Economic and Organised Crime Office (EOCO) investigation for the alleged fraudulent sale of state land earmarked for redevelopment in 2016.
Reports suggest that he allegedly sold UNDP Flats land at Cantonments, earmarked for redevelopment in 2016, to five different companies.
The Ghana Chronicles in a post on X, stated, “BREAKING: The Chief Director at the Ministry of Works, Housing and Water Resources has been transferred.
He is under the Economic and Organised Crime Office (EOCO) investigation for the alleged fraudulent sale of state land. It is alleged that he has sold UNDP Flats land at Cantonments, earmarked for redevelopment in 2016, to five different companies.
The firms claim that the dealings led to the diversion of millions of dollars. They further state that although they were awarded the redevelopment contract in 2016, they were forcibly removed from the site following the NPP’s election victory, allegedly by the party’s vigilante group, Invisible Forces”.
They further alleged that, “It claims Rev. Osei subsequently reallocated portions of the land through secret deals.
The firms involved are Joberg Construction, Amantra Limited, Lysaro Group, Unique Shalom Properties Ghana Limited, and a Chinese company linked to Zhang You and Jackie Chan.
One of the most controversial transactions involves Amantra Limited, owned by a businessman identified only as Berchie.
The company reportedly acquired 0.53 acres of the land, resold it to its sister firm Unique Shalom, attempted to transfer it to the Chinese company, and ultimately sold it to Lysaro Group for US$1.2 million.
Information available to us is that he is working tirelessly to have his letter withdrawn, as he is speaking to some bigwigs at the Jubilee House”.
Ghana Chronicles, in another post, alleged that Rev Stephen Yaw Osei has been holding meetings with senior members at the Jubilee House to stop his transfer.
“Since last week, this man has been doing everything he can, meeting senior officials at the Flagstaff House to stop his transfer.
He is under investigation for selling state land to multiple companies. He is a Pastor”, the post stated.
Some Ghanaian on X reacting to the news stated, “In civil service, it’s called posting if what you are saying is anything to go by. It’s not a transfer!
Before you argue, Transfer is the movement of an officer from one service to another service eg: from civil service to education service, or from Health Service to Civil service!”.
“For your information He became Chief Director in the middle of 2024, so stop this cheap propaganda and know that He’s a decent Man of God, so be very careful of the lies against him”, one X user added.
“Transfer How? Why not Interdiction?”, a netizen quizzed.
Another Ghanaian added, “Why is he not being interdicted or sacked, but rather transferred? So he’s transferred to another place to continue his crimes?”.
Meanwhile, President John Dramani Mahama, some months ago announced he has ordered the Land Ministry to conduct a comprehensive audit of state lands leased or sold between 2017 and 2024.
According to Mahama, the audit will be conducted by the Ministry of Lands and Natural Resources in collaboration with the Lands Commission, will cover lands acquired for state purposes.
Speaking at the newly reconstituted National Lands Commission during their inauguration on Tuesday, September 2, 2025, John Mahama stated, “I’ve directed the Ministry of Lands and Natural Resources and the Lands Commission to immediately undertake a comprehensive audit of all state lands allocated, leased or sold, particularly between 2017 and 2024”.
“This audit will cover lands acquired for schools, hospitals, and public institutions, forest and ecological zones, and lawfully converted to private use, any transaction tainted by conflict of interest, abuse of power, or political patronage,” he explained.
Mahama warned that any transactions found to have been carried out illegally will be reversed, and the land reclaimed by the state.
