Following President John Dramani Mahama’s return to power after his enormous victory in the 2024 election and subsequently being sworn in on January 7, 2025.
President John Mahama has emphasised that his second term is intended to be a “legacy term” rather than a business-as-usual one focused on delivering lasting impact before he retires from politics.
During his campaign, President Mahama promised Ghanaians a Reset Agenda aimed at repositioning the country for a brighter future.
Today, we examine the top five best-performing Cabinet Ministers who have so far helped him in his Reset Agenda as he seeks to leave a legacy.

- Dr Cassiel Ato Forson, the Finance Minister

Dr Cassiel Ato Forson, the Finance Minister, was one of the three ministers President John Mahama appointed immediately after his swearing in to get to work to fix the economic mess that was left by the Akufo-Addo government.
Ato Forson has so far delivered on stabilising the Ghanaian cedi, with Ghana’s inflation constantly dropping, with inflation now at 3.8 per cent as of March 2026.
Ghana has been experiencing economic stability with him at the helm of the Mahama government’s fiscal policies.
Ato Forson has been praised by the president of policy think-tank IMANI Africa for diligently reducing Ghana’s debt from 61% of GDP to 45% in a year.
Also, Dr Adrian Alter, the IMF Resident Representative in Ghana, has praised the managers of the country’s economy.
According to the IMF Resident Representative, Ghana in 2025 performed better than expected.
Speaking on Joy News’ PM Express Business Edition on Thursday, Dr Adrian Alter stressed that Ghana’s IMF programme is solid and on track.
He explained, “Ghana’s programme remains solid and on track with the fifth review being completed, and disbursement being done at the end of December”.
“All indicative and performance criteria targets have been met,” he said. “And most of the reform agenda has been concluded and implemented.”
Also, his boss, President John Mahama, last year heaped praises on him and the other managers of the economy to continue whatever they are doing, as the cedi regains respect both locally and internationally.
According to John Mahama, Ghanaians are grateful to the Bank of Ghana and the Finance Ministry for their management of the cedi.
Mahama made this known at the Cedi@60 commemoration by the Bank of Ghana in Accra, themed “Sovereignty, Stability, and Economic Resilience”.
Speaking at the event, John Mahama stated, “I just want to say that the governor and all your team at the BoG, the Ministry of Finance, Ghanaians are grateful to you for the management of our currency”.
However, with all the praises Ato Forson has still been level-headed, boldly stating that President John Dramani Mahama appointed him to get the job done and not to win popularity contests in ministries, departments, or agencies.
According to Ato Forson, his priority is to serve the masses and not to seek popularity.
Samuel Okudzeto Ablakwa, the Minister for Foreign Affairs

Samuel Okudzeto Ablakwa has received early recognition from Ghanaians by repositioning Ghana in a positive light on the global stage in his role as Ghana’s Foreign Minister due to his energy, communication style and quick responses to issues, which have massively improved his visibility.
Ablakwa has had his eyes on the ball ever since President John Mahama appointed him as Minister for Foreign Affairs.
Despite the constant global challenges, Samuel Okudzeto Ablakwa have been active and vocal defending Ghana’s fight for reparatory justice after Ghana led the charge to declare slavery as the greatest crime against humanity.
He once called out the Donald Trump administration for missing a golden opportunity when it voted against a resolution at the United Nations General Assembly to declare the enslavement of Africans a crime against humanity.
Also, the schooling Leader of the Conservative Party in the UK, Kemi Badenoch, is following her stance on slave reparations.
According to Samuel Okudzeto Ablakwa, Badenoch’s suggestion that the United Kingdom should have opposed Ghana’s resolution is inconsistent.
Ablakwa noted that the UK, after the abolition of slavery, paid compensation to slave owners rather than to the enslaved people who suffered.
Ghana’s Minister for Foreign Affairs has also been vital in leading the coordinated effort to ensure Ghanaians in the diaspora are safe following the Middle East crisis.
Ablakwa has been praised by Ghanaians for his quick responses to issues, with the latest being the xenophobic attacks after a viral video of some South Africans confronting a Ghanaian man on the streets.
Back home, Samuel Okudzeto Ablakwa has aided President John Mahama in resetting Ghana’s passport system with a very quick passport acquisition and renewal process.
Ablakwa has also built on the former Akufo-Addo government visa free policy by working on multiple agreements to approve new visa waivers with different countries, with the latest being the Maldives, Zambia, Antigua and Barbuda.
- Dr John Abdulai Jinapor, the Minister for Energy and Green Transition

Dr John Abdulai Jinapor, the Minister for Energy and Green Transition, another one of the three Ministers quickly appointed by President John Mahama after assuming power, weathered an early storm and has since been one of Ghana’s performing Energy Ministers.
Under his watch, Ghana last year experienced a consistent electricity supply with little or no power outages, popularly known as dumsor, despite the NPP and some stakeholders earlier warning that whoever succeeds the Akufo-Addo government will have an energy crisis on their hands.
Although the situation has changed a little over recent weeks, John Jinapor has been quick to stress that the recent power outages are due to the maintenance works being carried out to strengthen Ghana’s electricity supply system.
John Abdulai Jinapor has announced that the government is moving to digitise how Ghanaians report power outages.
He disclosed that the government will introduce a WhatsApp-based system that allows users to report power outages.
The Energy Minister has also been granted increased oversight on ECG, Bui and NedCO, as Ghana works towards a gradual transition to green energy.
Under his watch, Electricity Company of Ghana (ECG) has announced a record-breaking revenue collection of GH₵1.74 billion in July 2025.
According to the ECG, the GH₵1.74 billion in July 2025 is the highest monthly revenue the company has ever achieved.
John Jinapor’s quick response to issues within the sector has been praised by many.
His latest action has been to order the Electricity Company of Ghana (ECG) to probe rapid prepaid credit depletion following Ghanaians complaints. However, Ghanaians are yet to know the exact outcome of that probe.
In addition, another noteworthy thing is that John Jinapor and the Ministry of Finance have worked to clear some of Ghana’s debt in the energy sector.
The Ministry of Finance on Monday, January 12, 2026, announced that the John Mahama-led administration has paid a total of US$1.47 billion within its first year in office to clear Ghana’s energy sector debt.
- Governs Kwame Agbodza, the minister of Roads and Highways

Governs Kwame Agbodza, the minister of Roads and Highways, one of the key performance ministers tasked by President Mahama to lead the charge for his legacy project, “The Big Push”.
According to Governs Kwame Agbodza, his job is to make sure President John Mahama’s vision of improved roads across Ghana comes to pass.
Speaking on the Citi Breakfast Show on Monday, January 5, 2026, Mr Agbodza stated, “The President has committed to Ghanaians to improving roads across the country. You have heard him whenever he goes to meet stakeholders, talking about the networks to be improved”.
“So, the President has committed resources for these roads to be improved. He made provisions in the budget for the Finance Minister to read. My job is to make sure that the vision of the President comes to pass,” Mr Agbodza stated.
In a high-pressure sector, with early optimism around stronger delivery and accountability, his real judgment will come from actual road improvements across the country over time.
Some of the roads under the Big Push project include the Accra–Kumasi Expressway, with the sod-cutting coming soon, the Wenchi–Bole–Wa Road, the Ho–Denu Road, the Dodowa–Afienya–Dawhenya Road, the Kumasi Inner & Outer Road Network Projects, Sunyani–Techiman–Wenchi Road Network, the Tamale–Savannah Corridor Roads, and also the Cape Coast–Takoradi Dualisation.
Over fifty major road projects are underway under the Big Push project, with the Roads Minister announcing that the John Mahama-led Big Push projects will be completed in twenty-four months.
The roads minister revealed that the Big Push road projects have been deliberately structured to span two years.
However, the only blemish in Governs Kwame Agbodza’s work so far is the failure to roll out the electronic road toll system and also the brouhaha surrounding the Big Push sole-sourced contract.
- Sam George, the Minister for Communication, Digital Technology and Innovations

Sam Nartey George, the Minister of Communication, Digital Technology, and Innovation, despite his crtics have delivered so far as Ghana’s Communication Minister.
The Communication Minister has led the launch of one of President John Mahama’s key projects, the “One Million Coders”, a project described by the president as more than a fulfilled campaign promise, which is a strategic pillar for the reset Ghana agenda.
Telecel Ghana has also revealed that the company has partnered with the government to provide free coding training to 100,000 young Ghanaians.
The Communication Minister, some days ago, started the distribution of the One Million Coders Laptops as his Ministry aims to scale up the project to all 16 regions.
Sam George has so far worked to sanitise Ghana’s media space to protect and ensure public safety, especially for children.
Speaking on Joy FM’s Super Morning Show on Tuesday, August 12, 2025, he warned, “We are going to do a proper clean-up of the media space”.
“If you are engaged in showing things that are inimical to public safety, we’ll serve you a warning. If you fail to heed it, we’ll withdraw your licence. I’ll suspend licences of media houses that do not take into consideration the proper ethics of broadcasting,” he added.
“You see, sexually explicit material being aired on some TV stations as early as 3 pm and 7 pm, that’s not why we gave you the licence authorisation. That’s not information, that’s not education, that’s not entertainment,” he said.
“That’s an abuse of our children, abuse of the innocence of our children,” he decried.
Moreover, Sam George, last year, fulfilled his promise to Ghanaians to reduce data costs for Ghanaians by the end of 2025; he also won the long tussle with Multichoice, getting Ghanaians a reduction in the DStv subscription fee.
It will be recalled that Samuel Nartey George announced that Ghanaian DStv subscribers will enjoy between 33% to 50% increased value.
According to Sam George, MultiChoice Africa has committed to an unprecedented increase in value offers specifically for the Ghanaian market.
Furthermore, Sam George has announced a vision to achieve 70% 5G population density coverage.
According to Sam George, the government has directed the National Communications Authority (NCA) to accelerate the rollout of fifth-generation (5G) mobile networks to achieve a 70 per cent population coverage before Ghana’s 70th independence anniversary in 2027.
Sam George explained that the cabinet has taken a bold policy decision to democratise the deployment of 5G technology in the country.
He explained that in the coming days, the Communication Ministry will issue clear directions to the NCA to commence preparations for a spectrum auction.
The Communication Minister has also assured Ghanaians that the upcoming SIM registration exercise will be the last.
According to him, the government rolls out a robust, technology-driven system designed to enhance convenience and eliminate fraud.
Under Sam George’s watch, he has issued a stern warning to those involved in cyber-based crime.
According to Sam George, the message is loud and clear as the government will come after anyone engage in cyber-based crime, either against Ghanaians or any other person.
The Communication Minister has since announced the arrest of several cyber-based criminals, arguing that Ghana will continue to be blacklisted as long as fraud persists.
President John Dramani Mahama has so far relied on a group of key ministers who have emerged as strong performers in his efforts to leave a lasting legacy and advance the Reset Agenda.
Cassiel Ato Forson, John Abdulai Jinapor, Samuel Okudzeto Ablakwa, Kwame Governs Agbodza, and Samuel Nartey George have so far played visible roles in driving the government’s agenda across key sectors.
With a possible cabinet reshuffle expected in the Mahama administration, it is widely suggested that maintaining these ministers in their current portfolios could help ensure continuity and strengthen efforts to deliver tangible results for Ghanaians.
