Samuel Abu Jinapor, the Ranking Member of Parliament’s Foreign Affairs and Regional Integration Committee, has once again called for a thorough, independent and transparent investigation into Ghana’s diplomatic and service passport regime.

Abu Jinapor’s demands follow the interdiction of Yahaya Amantana Mahama, the Director of Passports, pending investigations into alleged irregularities surrounding the acquisition of a service passport.

The interdiction is said to have followed a petition submitted to the Ministry of Foreign Affairs by a prominent Ghanaian pastor and his wife, whose identities have not been disclosed.

According to reports, the petition raised concerns about the acquisition of a service passport and other related matters.

In response, a five-member committee chaired by Ambassador Alexander Grant was reportedly constituted on October 13, 2026, to investigate the allegations and establish the circumstances surrounding the matter.

The committee is expected to present its findings to the sector Minister by the close of this week, barring any last-minute changes.

Meanwhile, Ambassador Francis Danti Kotia has reportedly been appointed to act as Director of Passports while investigations into the matter continue.

Reacting to the development, Abu Jinapor described the matter as one of grave national importance.

The Damongo MP further challenged the government to name all those involved in the wrongdoing, adding that all persons found culpable must be held accountable, without fear or favour.

In a Facebook post, Samuel Abu Jinapor wrote, “On Tuesday, 3rd November 2026, at the first sitting of the Third Meeting of this Session of Parliament, I sought, in my capacity as the Ranking Member of the Foreign Affairs and Regional Integration Committee, to raise serious concerns surrounding the issuance of Ghanaian Diplomatic and Service Passports.

Unfortunately, I was unable to pursue the matter fully, under circumstances that are now well within the public domain.

It has since been reported that the Director of Passports has been interdicted.

The issuance of Diplomatic and Service Passports is a matter of grave national importance, with far-reaching implications for the credibility and integrity of Ghanaian passports, the reputation of our diplomatic institutions, and Ghana’s standing in the international community.

These developments reinforce the urgent need for a thorough, independent, and transparent investigation into the entire regime governing the issuance of Diplomatic and Service Passports. Any wrongdoing must be uncovered, and all persons found culpable must be held accountable, without fear or favour.

Parliament, as the representative institution of the Ghanaian people, has a sacred constitutional duty to demand answers, ensure accountability, and safeguard the integrity of our Republic. We cannot abdicate that responsibility.

The Minority Caucus remains resolute and unwavering in its determination to ensure that Parliament rises to the occasion and discharges this solemn duty to the people of Ghana.

We shall pursue every lawful and parliamentary avenue available to us to establish the truth, secure accountability, and protect the reputation and integrity of our country.

The integrity of Ghana’s passports, the credibility of our institutions, and the international reputation of our Republic must never be compromised”.
