Rev John Ntim Fordjour, the Member of Parliament for Assin South, has accused the John Mahama-led NDC government of mischievously and deliberately smuggled LGBTQ agenda into the curriculum.

In a post on his official X page on Tuesday, January 13, Rev Ntim Fordjour accused the government of printing and distributing teacher manuals and other teaching and learning materials (TLMs) that promote LGBTQ-related content in schools.

Rev Ntim Fordjour wrote, “NDC has mischievously and deliberately smuggled the LGBTQ agenda into the curriculum, printed and distributed Teacher Manuals and other Teaching and Learning Materials (TLMs) to promote LGBTQ, contrary to their deceptive rhetoric of being the party which abhors LGBTQ.

We demand the immediate recall of all the Teacher Manuals and Textbooks propagating the NDCs LGBTQ agenda, both online and in print, from schools. We further demand a review of all portions of TLMs poisoned with the LGBTQ agenda with immediate effect to sanitise the curriculum. We strongly caution the government to refrain from using NaCCA and the Ministry of Education to propagate this vile and evil agenda of LGBTQ sexuality education.

This diabolical and dangerous agenda, among others, reveals why this government has suppressed the private members’ bill: Human Sexual Rights and Family Values Bill from being listed in the Order Paper for consideration and consequential passage by Parliament.

Let us rise up to resist NDC LGBTQ agenda!”, Rev Ntim Fordjour added.

Also, Vincent Assafuah, the Old Tafo, in his post stated, “The gov’t’s position on LGBT-related matters remains deeply inconsistent and difficult to trust. In public, they speak the language of culture and faith. In practice, Manuals developed introduce concepts that go far beyond what many Ghanaians believe should be taught in our schools”.

However, the National Council for Curriculum and Assessment (NaCCA) in a statement has indicated that there has been a revised version of the manual, reflecting national values and biological understanding, has now been released.

NaCCA, in its statement distinction between the official SHS curriculum and teacher support materials, adding that the curriculum itself contains no LGBTQ-related content.

Parts of the NaCCA statement read, “It is essential to clarify that the national curriculum and teacher support materials serve distinct functions. The curriculum is the official policy document defining the mandatory areas of study for learners. In contrast, Teacher Manuals are supplementary instructional resources designed to provide pedagogical guidance to teachers. These manuals do not constitute the curriculum itself, and their use is optional; teachers may deliver the approved curriculum without relying on these specific guides.

The development of the Secondary Education Curriculum is a dynamic process characterised by rigorous technical review and broad stakeholder consultation

We wish to clarify the following milestones:

• A new curriculum was introduced at the SHS level in the 2024/2025 academic yes

• For the first time in the history of Ghana, a decision was taken for Teacher Manuals to be developed to aid teachers in the implementation of the new curriculum

NaCCA, therefore, empanelled subject-specific writing teams, in collaboration with Transforming Teacher Education and Learning (T-TEL), to develop the Manual in 2024.

Following a comprehensive internal review, NaCCA determined that the specific definition of “Gender Identity” contained within the Year 2 Physical Education and Health (Elective) Teacher Manual for Senior High School was not reflective of Ghanaian culture, norms, and values.

A revised version of the Year 2 Physical Education and Health (Elective) Teacher Manual, aligned with national values and biological understanding, has been released and is accessible to the public and teachers”.  

The statement further added, “The Government of Ghana has no intention to promote, endorse, or introduce LGBTQ content at any level of the educational system,” the council said. “Our curriculum remains firmly anchored in the socio-cultural fabric of Ghana, constitutional principles, and child-centred development goals”, NaCCA stated.

Meanwhile, NaCCA announced that steps are being taken to remove the old manuals from circulation.
