The Office of the Special Prosecutor (OSP) has sought to withdraw and transfer the ongoing extortion case against the former NPA CEO, Dr Mustapha Hamid, and 10 others to a new court.

The prosecutors from the OSP in court told the presiding judge that a new charge sheet was filed on October 17, but was assigned to Criminal Court 4 (CC4).

They further revealed that December 9, 2025, has been confirmed as a return date for the new case filed.

The prosecution stated, “We humbly pray that to ensure a smooth transition, the court should oblige us the same date, December 9, so that we may on that day withdraw from this court and proceed to the other court CC4”.

The accused Lawyer Joseph Kpemka did not oppose the OSP application.

Meanwhile, the presiding judge adjourned the matter to December 9 at 10 a.m.

Furthermore, Dr Mustapha Abdul Hamid has sued the Office of the Special Prosecutor (OSP).

The former NPA CEO is seeking GH¢20 million in a defamation suit and an unqualified apology, and a retraction over the OSP  linking him to the alleged embezzlement of GH¢1.3 billion from the Unified Petroleum Price Fund (UPPF).

He is also seeking the court to restrain the OSP and its agents from making further defamatory remarks about him.

Mustapha Hamid, in a writ filed at the High Court on November 10, 2025, is seeking a declaration that the statement made by the OSP during a press briefing on February 12, 2025, was defamatory.

Also, Dr Mustapha Abdul-Hamid has filed an application seeking the release of his passport in the GH¢291m NPA case.

Reports reveal that Dr Mustapha Abdul-Hamid, the first accused, is requesting the release of his passport to undertake an urgent assignment in Canada.

According to the OSP, it has opposed the application, which is scheduled to be heard by the court on Thursday, November 13, 2025.

In a post on social media, the OSP stated, “The Criminal High Court is scheduled to hear, on 13 November, an application filed by the first accused person, Dr Mustapha Hamid, seeking the release of his passport in the ongoing GH¢291 million case involving allegations of extortion, abuse of office, and money laundering against him and nine (9) others in connection with the National Petroleum Authority (NPA).

Dr Hamid contends that the release of his passport is necessary to enable him to travel to Canada to attend a political engagement. The Republic, however, has opposed the application. The accused person was ordered by the Court to surrender his passport as part of his bail conditions. He remains on the OSP’s stop list”.
