Andrei Ordash, a newly appointed Russian Ambassador to Ghana, has assured that the case involving Vladislav Aleksandrovich Liulkov, the Russian national accused of secretly recording encounters with Ghanaian women, remains a priority for Russian law enforcement authorities.
According to the Russian Ambassador, he is ready to cooperate with Ghanaian authorities over the case involving Russian national Vladislav Liulkov, who is accused of secretly recording women in Ghana.
He revealed that the incident had attracted significant attention in both Ghana and Russia and reaffirmed Moscow’s willingness to cooperate with Ghanaian authorities.
Andrei Ordash stressed that Russia’s position on the allegations remained unchanged, as they condemned actions that violated individuals’ rights and dignity, including unauthorised intrusions into their private lives.
The Russian Ambassador disclosed that the matter should be handled through cooperation between the law enforcement agencies of the two countries.
He highlighted that the case has exposed the need for Ghana and Russia to establish a formal framework governing extradition between the two countries.
Speaking in an interview with the Ghanaian newspaper, Diplomatic Times, Ambassador Ordash stated, “It concerns a high-profile incident which has undoubtedly been a source of preoccupation in both Ghana and Russia. I can assure you that this matter remains a priority for the Russian law enforcement agencies.
Russia’s position on the substance of the matter remains unchanged and unequivocal. We condemn any actions that violate people’s rights and dignity, including intrusions into their private lives. From the very outset, the Russian side has expressed its willingness to cooperate with the Ghanaian authorities within the existing legal and treaty framework.
I am convinced that all issues relating to this incident must be resolved through cooperation between the law enforcement agencies of the two countries.
Incidentally, this case has shown that our countries need to draw up a document regulating their relations in the field of extradition”.
The development follows Liulkov, who is also known online as Yaytseslav Truhov who released secretly recorded videos of his escapade with multiple Ghanaian women.
Larry Madowo, a Kenyan journalist and CNN International correspondent, has detailed how the Russian man identified as Yaytselav exploited so many Ghanaian and Kenyan women.
According to Larry Madowo, he has been speaking to the Russian man victims, who were all filmed without consent, and detailed that some of the footage dates back to March 2025, while other videos were recorded as recently as September 2025.
The CNN International correspondent revealed that Yaytselav had limited English proficiency and communicated through Google Translate.
Larry Madowo further alleged that once the women arrived at his hotel room, he allegedly pressured them almost immediately.
Speaking in a video shared on his X page on Monday, February 16, 2026, Larry Madowo explained, “I know this because I’ve been speaking to some of the victims, the women in those videos.
I’ve also spoken to a few women who turned him down to understand his tactics. He appears not to really know a lot of English that you see in the videos,” Madowo stated.
He added, “A lot of the conversation happened using Google Translate, and he appeared to be targeting vulnerable women”.
“The Kenyan women feel violated, and they feel that their government has abandoned them in this instance, compared to what the Ghanaian government has done,” he added.
” Trying to get him extradited back to the country to face charges, even though that’s unlikely. Russia does not extradite its citizens, but the government in Ghana says they will try him in absentia anyway”, he added.
