KT Hammond, former Adansi Asokwa Member of Parliament and legal representative for former Power Minister Dr Kwabena Donkor, has fired shots at the Office of the Special Prosecutor (OSP) over its decision to publicly name his client as a person of interest linked to the AKSA bribery Scandal.
According to KT Hammond, the Special Prosecutor’s approach is completely unprofessional.
He slammed the Special Prosecutor over his press conference, where he publicly announced names instead of directly inviting individuals they wish to question.
KT Hammond disclosed that neither he nor his client had received any communication from the OSP concerning the investigation.
He argued that should investigators require information from his client, they should formally invite him to assist with their inquiries.
The former MP disclosed that his client would make himself available for questioning but disagreed with the argument that the public interest warranted the naming of the individuals.
Speaking on Citi FM on August 26, 2026, KT Hammond stated, “What I deprecate is this habit of announcements on the radio and the press conferences. It’s completely unprofessional. I, the lawyer, haven’t been contacted. I’m not sure my client has been contacted”.
His comment follows, Kissi Agyebeng, the Special Prosecutor, who named former Power Minister Kwabena Donkor and four other Ghanaian officials as persons of interest in the AKSA bribery scandal.
The Special Prosecutor identified former Power Minister Kwabena Donkor; Francis Walkson Kwasi Dzafa, a former Technical Adviser to the Minister of Power; Solomon Adjetey Sowah, a Deputy Director; Lyndon Nii Mettle, Director of Tricorp Group Limited; and Baffour Ankomah Brobbey, an employee of Tricorp Group Limited, as persons of interest.
According to Kissi Agyebeng, the Office of the Special Prosecutor (OSP) had been investigating the Ghana dimension of the case despite its public silence on the matter.
Speaking at a press conference on Wednesday, August 26, 2026, Kissi Agyebeng stated, “As I stated earlier, we have been carefully investigating the Ghana dimension, and our public silence has not meant inaction. Our involvement with the case and the evidence so far enable us to identify the following as the main persons of interest in this case”.
“Kwabena Donkor, who was at all times the Minister of Power; Francis Rockson Kwasi Dzata, who was at all times the Technical Advisor to the Minister of Power; Solomon Adjetey Sowah, who was at all times the Deputy Director at the Ministry of Power; George Nii Mettle, who was at all times the Director at Tricorp Group Limited; and Baffour Ankomah Brobbey, who was an employee at Tricorp Group Limited,” he mentioned.
“Other persons of interest include some present and former employees of Volta River Authority, Ghana Grid Company Limited, Electricity Company of Ghana, Public Utilities and Regulatory Commission, and some staff of the entity formerly known as the Ministry of Power,” he said.
Kissi Agyebeng further stressed that being identified as a person of interest or a suspect does not amount to a finding of guilt.
“Please bear in mind that the person of interest is not necessarily a suspect. The two categories of person of interest and suspect are distinct in investigative classifications and should not be treated as interchangeable,” he explained.
“Identification in either category does not constitute criminal culpability or conviction until guilt is proved beyond a reasonable doubt to the satisfaction of a court of competent jurisdiction,” Agyebeng said.
In related news, Communications Director of the Unity Party, Solomon Owusu, has said the convicted former Managing Director of the Tema Oil Refinery (TOR), Asante Berko and his associate made over $42 million from the AKSA power deal.
According to Solomon Owusu, the over $1 million bribe given to public officials was not the main reason for Asante Berko’s conviction.
He argued that the main argument should be how people looted taxpayers in the government’s quest to find a solution to Ghana’s dumsor challenges at that time.
Solomon Owusu disclosed that Ghana was overcharged in the AKSA deal, with Asante Berko and his associates allegedly making millions of dollars from the deal.
