The Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has shared how he rejected a GH¢4 million bribe allegedly offered by a cartel.
According to the DVLA boss, the GH¢4 million bribe was allegedly offered to him by a cartel to stop the implementation of the new number plate system.
Julius Neequaye Kotey further revealed that he subsequently reported the incident to the Special Prosecutor for further investigation.
Speaking on StarrFM with host Bola Ray on StarrChat, Julius Neequaye Kotey stated, “Somebody came to my office with a bag containing GH¢4 million to bribe me to stop the implementation of the new number plates, but I had to reject it because the President had so much confidence in me”.
“The issue is that I wasn’t even interested. First, I want to leave a legacy. And I’ll be so proud to see the new number plates that can be scanned for instant real information,” he added.
When asked why, as a responsible citizen, he did not call or inform security personnel, he explained, “Well, that never came to mind. And then I wasn’t having police security. The police security came in when I started receiving threats from people not to change their number plates”.
He further disclosed that the person behind the alleged bribe had passed away.
“I gave the evidence to the Special Prosecutor. Yes, I did everything. But we had indications that the one who sent them passed on. I even know his name now.
“…Yes, he passed on. He’s an old man,” he added.
In related news, last year Julius Neequaye Kotey confirmed receiving an invitation from the Office of the Special Prosecutor.
According to reports, the DVLA boss is set to appear before officials on Friday, October 31, 2025.
The Office of the Special Prosecutor (OSP) invitation comes after the DVLA boss revealed he rejected a GH¢4 million bribe to stop implementing the new Digitalised Vehicle Registration Plate (DP) policy.
The DVLA boss, in an interview, revealed some powerful individuals had tried to influence him to abandon the initiative.
According to the OSP, it is seeking further information from the DVLA boss to verify the allegation and identify those purportedly involved in the GH¢4 million bribery attempt.
The DVLA boss was quoted by Angel TV Ghana to have stated, “ I rejected GHS4 m bribery cash to stop implementing the new DP plate policy”.
Some Ghanaians reacting to his revelation stated, “Every day big men behind something yet we never get to know their names.
What kind of invisible forces are they?
Be bold and name them just like you were bold to reject the money”.
One X user added, “This guy erh so what is an individual interest in number plates that he brings such amount? and are you not supposed to report him to the appropriate authorities? chale we no be fools ooo”.
“How can you tell me this nonsense story? You either report them to the authorities or be quiet; even you kraa, you need to be arrested if you can’t say who this so-called person is !”, an X user added.
A netizen added, “It never happened; only low-minded people will believe this guy. Someone tries to bribe a politician with Ghs4 million, and he refused? If it’s true that someone came to your office with such money, you would’ve taken the money without hesitation and would never mention it in public”.
